been recorded within the time limit specified in Section 17 (a) and
18 of this sub-title.

(2) Judicial Appeal

(i) If a delayed certificate of birth is rejected under the regula-
tions adopted pursuant to Section 17 (b) (1), a petition may be filed
with a court of competent jurisdiction for an order establishing a
record of the date and place of birth and the parentage of the person
whose birth is to be registered.

(ii) If the court from the evidence presented finds that the person
for whom a delayed certificate of birth is sought was born in this
State, it shall make findings as to the place and date of birth, parent-
age, and such other findings as the case may require and shall issue
an order to the State Board of Health and Mental Hygiene to estab-
lish a record of birth. This order shall include the birth data to be
registered, and the date of the court's action.

(iii) The clerks of the several equity courts shall forward each
such order to the State Board of Health and Mental Hygiene not later
than the tenth day of the calendar month following the month in
which it was entered.

18.  Foundling Registration, Infants of Unknown Parentage

(a)   Whoever assumes the custody of a living infant of unknown
parentage shall report on a form and in the manner prescribed by
the State Board of Health and Mental Hygiene within seventy-two
(72) hours to the State Board of Health and Mental Hygiene the
following information:

(1)   The date and place of finding.

(2)  Sex, color or race, and the approximate date of birth of the
child, to be determined by a physician.

(3)  Name and address of the persons or institution with whom the
child has been placed for care.

(4) Name given to the child by the custodian; and

(5) Other data required by the State Board of Health and Mental
Hygiene.

(b)  The place where the child was found shall be entered as the
place of birth.

(c)  A report filed under this section shall constitute the certificate
of birth for the infant.

(d)  If the child is identified and a certificate of birth is found or
obtained, any report filed under this section shall be sealed and filed
and may be opened only by order of a circuit court
OF COMPE-
TENT JURISDICTION or on written order of an authorized repre-
sentative of the State Board of Health and Mental Hygiene or as
provided by regulation of the State Board of Health and Mental
Hygiene.

19.    (a) Correction and Amendment of Vital Records

(1) A certificate or record registered under this sub-title, may be
amended only in accordance with this sub-title and any regulations
