on said property. However, in Baltimore City, where any building or
structure is sold and purchased pursuant to the provisions of the
sub-title "Tax Sales" of this Article, and the Building Inspection
Engineer of Baltimore City shall certify that the particular building
or structure involved requires, or within a year and a day, shall
require,
SUBSTANTIAL repairs to comply with the Baltimore City
Building Code, then, and in that event, the holder of any certificate
of sale, his heirs or assigns, may at any time after the expiration of
sixty days from the date of sale, file a bill in equity to foreclose all
rights of redemption of the property to which such certificate re-
lates; provided, that in any such case the aforementioned certificate
of the Building Inspection Engineer shall be attached to and made a
part of the bill in equity to foreclose the rights of redemption here-
inbefore mentioned.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 255

(Senate Bill 360)

AN ACT to repeal and re-enact, with amendments, Section 10 of
Article 66B of the Annotated Code of Maryland (1962 Supple-
ment), title "Zoning and Planning", sub-title "Planning", extend-
ing ability to form county wide planning and zoning programs in
all counties when intentions to participate in such programs are
presented in resolutions and where such resolutions are approved
by the county commissioners.
ING TO MUNICIPAL CORPORA-
TIONS AND SANITARY DISTRICTS IN ALL COUNTIES THE
AUTHORITY TO PARTICIPATE IN CERTAIN COUNTY-
WIDE PROGRAMS FOR ZONING AND PLANNING UNDER
CERTAIN CONDITIONS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 10 of Article 66B of the Annotated Code of Maryland
(1962 Supplement), title "Zoning and Planning", sub-title "Plan-
ning", be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

10.

For the purpose of this sub-title certain terms are defined as pro-
vided in this section. Whenever appropriate the singular includes
the plural and the plural includes the singular. "Municipality" or
"municipal" includes or relates to counties, towns, villages or other
incorporated political subdivisions. "Mayor" means the chief execu-
tive of the political subdivision, whether the official designation of
his office be mayor, city manager or otherwise. "Council" means the
chief legislative body of the political subdivision including the Coun-
ty Commissioners for Cecil County and including the County Com-
missioners of Washington County; and in Washington County any
reference to "chief executive" or to "executive head" shall be deemed
to include a reference to the president of the Board of County Com-
missioners. The term "streets" include streets, avenues, boulevards,
