SORS OF ELECTIONS IN CARROLL COUNTY SHALL PLACE
THIS QUESTION BEFORE THE VOTERS OF THE COUNTY.
THE BOARD OF COUNTY COMMISSIONERS AND THE BOARD
OF SUPERVISORS OF ELECTIONS SHALL DO SUCH THINGS
AS ARE NECESSARY AND PROPER TO PLACE THIS QUES-
TION ON THE BALLOTS OR ON THE BALLOT LABELS OF
THE VOTING MACHINES AND THE BOARD OF COUNTY COM-
MISSIONERS SHALL DEFRAY ANY EXPENSE RESULTING
FROM THE SUBMISSION OF THIS QUESTION TO THE
VOTERS OF CARROLL COUNTY. THE BALLOTS OR THE
VOTING MACHINE BALLOT LABELS SHALL CONTAIN THE
QUESTION "FOR PUBLIC ACCOMMODATION LAW" AND
"AGAINST PUBLIC ACCOMMODATION LAW" WITH SUIT-
ABLE PROVISION MADE FOR EACH VOTER TO EXPRESS
HIS PREFERENCE FOR OR AGAINST THIS QUESTION. IF A
MAJORITY OF THOSE VOTING ON THE QUESTION AT THE
REFERENDUM ELECTION VOTE "FOR PUBLIC ACCOMMODA-
TION LAW," THIS ACT BECOMES EFFECTIVE IN CARROLL
COUNTY AT THE TIME OF THE OFFICIAL CANVASS OF
VOTES. IF A MAJORITY OF THE PERSONS VOTING ON THIS
QUESTION VOTE "AGAINST PUBLIC ACCOMMODATION
LAW," THIS ACT HAS NO APPLICATION OR EFFECT WITH-
IN THE LIMITS OF CARROLL COUNTY.
SEC. 3. AND BE IT FURTHER ENACTED, THAT IF ANY
WORD, CLAUSE, SECTION OR PROVISION OF THIS ACT IS
HELD TO BE INVALID OR UNCONSTITUTIONAL, SUCH IN-
VALIDITY OR UNCONSTITUTIONALITY SHALL NOT BE CON-
STRUED TO RENDER INVALID OR UNCONSTITUTIONAL
ANY OTHER WORD, CLAUSE, SECTION OR PROVISION
THEREOF; AND FOR THIS PURPOSE THE PROVISIONS OF
THIS ACT ARE DECLARED TO BE SEVERABLE.
Sec. 2 4. And be it further enacted, That (EXCEPT IN CARROLL
COUNTY WHERE IT IS SUBJECT TO THE PROVISIONS OF
SECTION 2 HEREOF) this Act shall take effect June 1, 1963.

AN ACT to add new Sections 11, 12, 13 and 14 , 14 AND 15 to Ar-
ticle 49B of the Annotated Code of Maryland (1957 Edition), title
"Interracial Commission," subtitle "Commission on Interracial
Problems and Relations," to follow immediately after Section 10
thereof and to be under the new subtitle "Enforcement Powers of
Commission," providing for per diem payments to the members of
the Commission on Interracial Problems and Relations, establishing
and defining the powers and duties of this Commission in the en-
forcement and administration of certain other laws in said Article
49B, relating to the powers and duties of other public officials and
of certain courts in this State in the administration and enforce-
ment of such laws relating to discrimination and generally amend-
