Sec. 10. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 182
(Senate Bill 285)

AN ACT to repeal and re-enact, with amendments, Section 31 of
Article 26 of the Annotated Code of Maryland (1957 Edition),
title "Courts", sub-title "Circuit Courts for the Counties—Court
Stenographers", relating to advance costs in law and equity cases
in Cecil County , KENT, QUEEN ANNE'S AND WASHINGTON
COUNTIES and requiring that such costs be paid prior to filing
such cases in the circuit court for Cecil County. COURTS FOR
CECIL, KENT, QUEEN ANNE'S AND WASHINGTON COUN-
TIES, WITH AN EXCEPTION IN THE CASE OF INDIGENTS.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 31 of Article 26 of the Annotated Code of Maryland
(1957 Edition), title "Courts", sub-title "Circuit Courts for the
Counties—Court Stenographers", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

31. No case at law or in equity shall be docketed in the Circuit
Courts for Howard or Cecil , CECIL, KENT, QUEEN ANNE'S AND
WASHINGTON [County] Counties until the clerk of the Circuit
Court for [said] the applicable county shall have been paid the
initial costs therefor. The initial costs for docketing an equity case
shall be fifteen dollars ($15.00) and for docketing a law case, ten
dollars ($10.00). HOWEVER, IN ANY SUCH CASE WHERE THE
PARTY IS INDIGENT AND FILES AN OATH "IN FORMA
PAUPERIS", THIS SECTION SHALL NOT APPLY.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 183
(Senate Bill 293)

AN ACT to repeal and re-enact, with amendments, Section 117 of
Article 52 and Section 20 of Article 36 of the Annotated Code of
Maryland (1957 Edition and 1962 Supplement), titles "Justices of
the Peace" and "Fees of Officers", respectively, sub-titles "Trial
Magistrates System" and "Justices of the Peace", respectively,
providing for the execution and return by the Sheriff of Cecil
