Treasurer", as said section was amended by Chapter 817 of the
Acts of 1947; to repeal Sections 49 (as amended by Chapter 63
of the Acts of the 1947 Special Session) and 56 of said Article of
said Code of Public Local Laws; and to add new Sections 59D
through 59G, inclusive, to said Article of said Code of Public
Local Laws, to follow immediately after Section 59C thereof and
to be under the new sub-title "Director of Finance"; establishing
the office of director of finance of St. Mary's County, providing
for the appointment, tenure, salary, qualifications, powers and
duties of the director, abolishing the position of assistant county
treasurer, providing penalties for violation of the provisions of
this sub-title, and generally relating to the fiscal administration
of the county.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51 (d) of Article 25 of the Annotated Code of Mary-
land (1957 Edition and 1962 Supplement), title "County Commis-
sioners", sub-title "County Treasurers", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
51.
(d) The county treasurer of St. Mary's County shall receive an
annual salary of $3,600.00. [Beginning June 1, 1957, the deputy
county treasurer of St. Mary's County shall receive an annual salary
of $3,200.00 and beginning June 1, 1959 the] The clerk to the county
treasurer shall receive the sum of $2,400.00 annually.
Sec. 2. And be it further enacted, That Section 60 of Article 19
of the Code of Public Local Laws of Maryland (1930 Edition), title
"St. Mary's County", sub-title "County Treasurer", as said section
was amended by Chapter 817 of the Acts of 1947, be and it is hereby
repealed and re-enacted with amendments; that Sections 49 (as
amended by Chapter 63 of the Acts of the 1947 Special Session) and
56 of said Article of said Code of Public Local Laws be and they are
hereby repealed; and that new Sections 59D through 59G, inclusive,
be and they are hereby added to said Article of said Code of Public
Local Laws, to follow immediately after Section 59C thereof, to be
under the new sub-title "Director of Finance", and all to read as
follows:
60.
(a) At the general election held on the first Tuesday after the
first Monday in November every fourth year, accounting from the
year 1942, there shall be elected a county treasurer for St. Mary's
County by the qualified voters of said county, who shall hold his office
for four years, and until his successor is elected and qualified, to be
subject to removal for wilful neglect of duty or misdemeanor in
office upon conviction in a court of law; he shall not be eligible to
re election until after an interval of one full term and until he shall
have fully settled up all business connected with his former term;
and the persons elected to said office under the provisions of this
section shall hold the same for four years from the first day of
January succeeding their election [; and the said treasurer may
appoint some person, a resident of said county, to be assistant
treasurer, who shall be authorized to act in his place, and for whose
