1961, Ch. 414—St. Mary's County

Office of the Secretary of State
Annapolis, Maryland

I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 of
Article 33 of the Annotated Code of Maryland, (1957 Edition,) Do
Hereby Certify, that at the General Election held in the State of
Maryland, on November 6, 1962, an Act known as Chapter 414 of the
Acts of 1961, was submitted to the voters of St. Mary's County under
the provisions of Chapter 414 of the Acts of 1961, said Act being as
follows:

"An Act to authorize and empower the county commissioners
of St. Mary's County to borrow, upon the faith and credit
of the county; a sum or sums of money not to exceed in the
aggregate the sum of two million dollars ($2,000,000.00), and
to evidence such borrowing by the issuance and sale of the
general obligation bonds of the county in such form and
bearing such rate or rates of interest as said county commis-
sioners may by resolution determine, provided the average
interest cost of each issue of such bonds shall not exceed
five per centum (5%) per annum; to provide that proceeds
of the sale of any such bonds shall be used exclusively for
the purpose of erecting new school buildings, including land
for such buildings and for facilities appurtenant thereto, the
payment of architects' and other professional fees in con-
nection therewith, the alteration or repair of existing school
buildings and the equipping of school buildings, all in St.
Mary's County; to authorize and direct the county commis-
sioners of St. Mary's County to provide for the payment of
the maturing principal of and the interest on any bond issued
hereunder by the annual levy, until all of said bonds and the
interest thereon, shall have been paid or provisions made for
their payment, of ad valorem taxes upon all property subject
to assessment for taxation in said County, said taxes to be in
rate and amount sufficient for said purpose, subject to the
application, hereby permitted, on account of such principal
and interest of any school building incentive funds allocated
to St. Mary's County by the State of Maryland and not
otherwise pledged and providing a referendum thereon."

and I do certify that at said election 1,992 votes were cast in
favor of adoption of Chapter 414 of the Acts of 1961 and 1,140 votes
were cast against adoption of said Chapter 414 of the Acts of 1961,
the said Act has therefore been ratified by a majority of the qualified
voters of St. Mary's County.

In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of
Annapolis this 1st day of December, 1962.
