Governor's Proclamation declaring the result of the election of
November 6, 1962, for State-wide Referenda

Whereas, pursuant to the provisions of Article XVI of the Con-
stitution of Maryland, Petitions for Referenda filed with the Secretary
of State requiring the submission of Chapters 206, 883, 205 and 616
of the Acts of the General Assembly of Maryland of 1961, to the
voters of this State at the Election held on November 6, 1962, for
their adoption or rejection; and

Whereas, said Chapter 206, an Act relating to the Congressional
Districts in Maryland; Chapter 883, an Act relating to unemployment
insurance; Chapter 205, an Act to provide generally for the regulation
of the Savings and Loan Business; and Chapter 616, an Act to imple-
ment the Section of the Constitution of Maryland creating the
Municipal Court of Baltimore City, were duly submitted to the voters
at said Election; and

Whereas, from the duly certified returns of said Election trans-
mitted to me, it appears that 115,557 votes were cast in favor of the
adoption of Chapter 206 of the Acts of 1961, and 211,904 votes were
cast against said referred law; and

Whereas, from the duly certified returns of said Election trans-
mitted to me, it appears that 242,895 votes were cast in favor of the
adoption of Chapter 883 of the Acts of 1961, and 185,010 votes were
cast against said referred law; and

Whereas, from the duly certified returns of said Election trans-
mitted to me, it appears that 278,951 votes were cast in favor of the
adoption of Chapter 205 of the Acts of 1961, and 52,706 votes were
cast against said referred law; and

Whereas, from the duly certified returns of said Election trans-
mitted to me, it appears that 200,791 votes were cast in favor of the
adoption of Chapter 616 of the Acts of 1961, and 73,457 votes were
cast against said referred law.

Now, Therefore, I, J. Millard Tawes, Governor of Maryland,
do by this my Proclamation issued under the authority and direction
contained in Article XVI of the Constitution of Maryland, hereby
declare and proclaim that the greatest number of votes having been
cast for the adoption of said Chapters 883, 205 and 616 the same
therefore shall take effect as enacted by the General Assembly of
Maryland; and in further pursuance of the authority and direction
contained in Article XVI of the Constitution of Maryland, do by this,
my Proclamation hereby proclaim and declare the greatest number
of votes having been cast against the adoption of the said referred
law, Chapter 206, it has failed of ratification.
