Arundel County," subtitle "Chapter 28. Special Taxing Districts
Generally," to follow immediately after Section 28-37 thereof and
to be under the new subheading "Article IX—Highland Beach,
Venice Beach, Bay Highlands," providing that the subdivisions of
Highland Beach, Venice Beach, and Bay Highlands in Anne Arundel
County shall constitute a special tax zone and providing for the levy-
ing of special taxes in said subdivisions for the benefit of the resi-
dents thereof.

Dear Mr. Speaker:

I have today vetoed House Bill 579, an Anne Arundel County local
Bill, and, in accordance with the provisions of our Constitution, I am
returning the same to you along with my veto message.

The purpose of the Bill is to provide that Highland Beach, Venice
Beach, and Bay Highlands, all small communities in Anne Arundel
County, shall constitute a special tax zone and the Bill further pro-
vides for the levying of a special tax in these subdivisions for the
benefit of the residents thereof.

The Office of the Attorney General has advised me by letter of
May 6, that Article XI-E of the Constitution prohibits the General
Assembly from legislating in this area. Consequently, I have found
it necessary to veto this Bill.

I am attaching to my veto message a copy of the Attorney Gen-
eral's opinion, which is to be construed as a portion of this veto
message.
