2134                            JOINT RESOLUTIONS

No. 21
(House Joint Resolution 87)

House Joint Resolution congratulating and commending J. Thomas
Kibler upon completing fifty years of service to Washington
College.

The members of the General Assembly of Maryland are deeply
appreciative of the fine record of J. Thomas Kibler in completing
fifty years of service to Washington College. He has served as
athletic director, Dean of Men, and Assistant to the President.

J. Thomas "Coach" Kibler is a native of the Eastern Shore, having
been born in Queen Anne's County. For fifty years during his adult
life he has been an inseparable part of the administration and
operation of Washington College in Chestertown.

"Coach" Kibler has distinguished himself in other fields as well.
He served with distinction in World War I and again in World War
II. In this first war he was twice wounded and gassed and received
the Croix de Guerre from the French government for heroic service.

During World War II, Mr. Kibler was executive officer at Camp
Pickett. During that war he lost a son who was in the Air Force.

Mr. Kibler has been also a business man, banker, former President
of the Board of County Commissioners of Kent County, and a
vestryman in Emmanuel P.E. Church. He was one of the prime
movers in the formation of the Mason-Dixon College Athletic Con-
ference and served as its first president. He is a member also of the
Maryland Athletic Hall of Fame.

"Coach" Kibler is universally admired and respected. He has the
affection of many thousands of friends, and the General Assembly of
Maryland wishes to add its congratulations to those he will receive
at a dinner to be held in his honor on Saturday, May 4, 1963; now,
therefore, be it

Resolved by the General Assembly of Maryland, That the congratu-
lations, respect and affection of every member of the General As-
sembly be expressed to J. Thomas "Coach" Kibler as he completes
fifty years of service to Washington College; and to his community
and the entire Eastern Shore of Maryland; and be it further

Resolved, That Chief Clerk of the House send a copy of this
Resolution to "Coach" Kibler and a copy to his wife, Mrs. J. Thomas
Kibler.

(House Joint Resolution 2)

House Joint Resolution memorializing the Congress of the United
States to consider the advisability of amending the Social Security
laws to provide that an illegitimate child may receive benefits
from one acknowledged or decreed to be his natural father.
