2132                            JOINT RESOLUTIONS

No. 18
(House Joint Resolution 33)

House Joint Resolution to authorize and request the Board of School
Commissioners of Allegany County to publicize the prospective
expiration date of school bus contracts.

The General Assembly of Maryland is authorizing and requesting
the Board of County School Commissioners of Allegany County to
publicize the prospective expiration of school bus contracts.

This would involve giving notice of either the transfer or expira-
tion of a school bus contract in order that there might be full public
opportunity among all interested persons and agencies to submit bids
on NEGOTIATE FOR such contracts.

This policy would inure to the benefit of public bidders on these
contracts and likewise would be to the benefit of the County in making
more competitive the granting of such contracts; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Board of
School Commissioners of Allegany County be authorized and re-
quested to give advance public notice of the pending transfer or
expiration of school bus contracts in order to permit all interested
persons and agencies to submit bids on NEGOTIATE FOR new con-
tracts.

Approved March 29, 1963.

No. 19
(Senate Joint Resolution 25)

Senate Joint Resolution requesting the Governor of Maryland to
designate the month of February each year as "American History
Month."

The General Assembly of Maryland is requesting the Governor
of this State to designate the month of February in each year as
"American History Month."

It is imperative for the welfare of the present and of future gen-
erations that our people become aware of the significance of their
history and heritage.

The security of our entire way of life is strengthened by under-
standing of the development, not by accident, of our free institutions.

In addition to having knowledge of the past, our people need ap-
preciation of the trials and difficulties encountered by past genera-
tions, in order that the progress and advantages of the present may
come to have deeper meaning and the lessons of history be applied in
better approach to current challenging problems.
