2130                            JOINT RESOLUTIONS

Doctor of Pharmacy. Subsequently, he became owner of a pharmacy
in Sykesville, Maryland. While there he was one of the leading citi-
zens of the town and served both on the town council and as mayor
of Sykesville.

In 1928 Dr. Swain took up the duty with the Department of Health
of the State of Maryland. He was in charge of enforcement of the
State Pharmaceutical Act and of the narcotic and drug laws.

During this period also, he was Secretary of the Maryland Board
of Pharmacy. In addition, he edited The Maryland Pharmacist from
1925 to 1940 and gained a nation-wide reputation as a commentator
on pharmaceutical matters. Also during this period, he was President
of a Maryland Pharmaceutical Association.

In addition to his training in pharmacy, Dr. Swain was a graduate
of the University of Maryland Law School and was a recognized
expert in pharmaceutical law.

He was editor-in-chief of Drug Topics and Drug Trade News. He
won many honors during his lifetime of service, including being a
member of the United States Pharmacopeia Board of Trustees. He
finally became recognized as an elder statesman in the profession of
Pharmacy.

In his passing the State of Maryland and the entire country have
lost a foremost and outstanding figure in the pharmaceutical world;
now therefore, be it

Resolved by the General Assembly of Maryland, That the deep
regrets of this body be expressed over the passing of Dr. Robert L.
Swain, a distinguished pharmacist and a leading citizen of this State;
and be it further

Resolved, That the Secretary of State of Maryland be instructed
to send a copy of this Resolution under the great seal of the State of
Maryland to:

New York.
