honorary and social fraternities. He has provided inspirational
leadership and guidance to many local activities in his church,
school and civic organizations. He has lived a life of service and
dedication to his fellow man. His contribution to agriculture and the
rural life of Maryland has been and will continue to be beyond
measure.

The members of the General Assembly on the occasion of his
retirement wish him continued success and happiness in the years
ahead, now, therefore, be it

Resolved by the General Assembly of Maryland, That the sincere
good wishes of the members of the General Assembly are sent to
Dr. Paul E. Nystrom of the University of Maryland as he retires from
active service with the University, and be it further

Resolved, That copies of this Resolution be sent to Dr. Paul E.
Nystrom and to Dr. Wilson H. Elkins, President, University of
Maryland and to the Honorable Orville L. Freeman, Secretary,
United States Department of Agriculture.

(Senate Joint Resolution 14)

Senate Joint Resolution requesting the Legislative Council to appoint
a Committee to study the problem of inconsistent fire codes
throughout the State and to make a recommendation with regard
to the problem and to propose legislation to the Council, if
applicable.

Whereas, the fire codes of the various counties and Baltimore
City are inconsistent with each other; and

Whereas, there is no uniform code throughout the State; and

Whereas, this presents many problems to persons owning prop-
erty in different areas in the State and equally perplexing problems
to builders and electricians who work outside of one locale; and

Whereas, it is the opinion of the General Assembly of Maryland
that this variety and differentiation among the various counties
and Baltimore City is a real problem and should be studied at
length; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council be and it is hereby requested to appoint a Committee
to study the entire problem of individual and different fire codes
throughout the State; and be it further

Resolved, That the Council is requested to appoint to this Com-
mittee a representative group of persons from all sections in the
State; and be it further
