(Senate Joint Resolution 1)
Senate Joint Resolution ratifying a proposed amendment to the
Constitution of the United States relating to the qualifications of
electors.
Whereas, The 87th Congress of the United States has passed a
Joint Resolution proposing an amendment to the Constitution of
the United States, relating to the qualifications of electors; and
Whereas, This Joint Resolution passed the Senate of the United
States on March 27, 1962, and passed the House of Representatives of
the United States on July 27, 1962, and now has been submitted to
a vote of the states; and
Whereas, The State of Maryland wishes to ratify this proposed
amendment to the Constitution of the United States which, when
ratified by the legislatures of three-fourths of the several states,
shall be valid to all intents and purposes as part of the Constitution
of the United States, viz:
"ARTICLE—
"Section 1. The right of citizens of the United States to vote in
any primary or other election for President or Vice President, for
electors for President or Vice President, or for Senator or Repre-
sentative in Congress, shall not be denied or abridged by the United
States or any State by reason of failure to pay any poll tax or other
tax.
"Sec. 2. The Congress shall have power to enforce this article
by appropriate legislation."
Therefore be it
Resolved by the General Assembly of the State of Maryland, That
the foregoing proposed amendment to the Constitution of the United
States is ratified by the State of Maryland to all intents and purposes
as a part of the Constitution of the United States; and be it further
Resolved, That the Governor of the State of Maryland is re-
quested to forward authentic copies of this Resolution, under the
Great Seal of the State of Maryland, to the Secretary of State of
the United States, to the presiding officer of the Senate of the United
States, and to the Speaker of the House of Representatives of the
United States.
