(F) ANY FINDINGS, REPORT OR REQUIREMENT OF
SUCH EXAMINER WITH RESPECT TO ANY MATTER SO
ASSIGNED OR REFERRED INVOLVING THE TAKING OF
TESTIMONY AT A PUBLIC HEARING SHALL BE ACCOM-
PANIED BY A STATEMENT IN WRITING OF THE REASONS
THEREFOR, TOGETHER WITH A RECOMMENDED ORDER,
WHICH SHALL BE FILED WITH THE AUTHORITY, COPIES
THEREOF SHALL BE SERVED BY REGISTERED MAIL UPON
ALL PARTIES WHOSE APPEARANCE SHALL HAVE BEEN
ENTERED AT SUCH PUBLIC HEARING, EACH OF WHOM
SHALL HAVE THE RIGHT TO FILE EXCEPTIONS THERETO;
BUT IF WITHIN THIRTY DAYS AFTER SUCH SERVICE, OR
WITHIN SUCH FURTHER PERIOD AS THE AUTHORITY MAY
AUTHORIZE, NO EXCEPTIONS SHALL HAVE BEEN FILED
SUCH RECOMMENDED ORDER SHALL BECOME THE ORDER
OF THE AUTHORITY AND BECOME IMMEDIATELY EFFEC-
TIVE UNLESS WITHIN SUCH THIRTY-DAY PERIOD THE
ORDER SHALL HAVE BEEN STAYED OR POSTPONED BY
THE AUTHORITY. THE AUTHORITY MAY UPON ITS OWN
MOTION, OR WHERE EXCEPTIONS HAVE BEEN FILED, RE-
CONSIDER THE MATTER EITHER UPON THE RECORD
TAKEN BEFORE THE EXAMINER OR AFTER FURTHER
HEARING, AND SUCH RECOMMENDED ORDER SHALL
THEREUPON BE STAYED PENDING FINAL DETERMINA-
TION BY THE AUTHORITY THEREOF.

10. (E) ANY MASS TRANSPORTATION SYSTEM OPER-
ATING IN THE AREA TO PROVIDE SERVICE FOR WHICH
THERE IS AN IMMEDIATE AND URGENT NEED TO A POINT
OR POINTS WITHIN A PRESCRIBED TERRITORY WITHIN
THE AREA HAVING NO MASS TRANSPORTATION SERVICES
CAPABLE OF MEETING SUCH NEED. NO SUCH ORDER
SHALL BE GIVEN WHEN THE EFFECT OF SUCH ORDER
WOULD BE TO PROVIDE TRANSPORTATION TO AN AREA
NOT BEING SERVICED BECAUSE OF A LABOR DISPUTE,
WHICH DISPUTE HAS BEEN DULY AUTHORIZED BY THE
LABOR ORGANIZATION CERTIFIED TO REPRESENT THE
EMPLOYEES OF SUCH MASS TRANSPORTATION SYSTEM.

10. (h) Notwithstanding any other provision of this article to
the contrary, any proposal for extension or change of routes in or
into Baltimore County or Anne Arundel County by any transit sys-
tem owned and operated by the Metropolitan Transit Authority or
any proposal for extension or change of routes in or into Baltimore
County by the Metropolitan Transit Authority itself
shall be subject
to the exclusive jurisdiction of the Public Service Commission under
the provisions of existing law.

12. (c) On or before the first day of December in each year,
the Authority shall make an annual report of its activities for the
preceding fiscal year to the Governor and to the General Assembly
of Maryland, and shall send a certified copy thereof to the mayor
of the city, to the county executive of Baltimore County, and to the
President of the Board of County Commissioners of Anne Arundel
County.
Any such report shall include a complete operating and
financial statement covering its operations during the year. The
Authority shall cause an audit of its books and accounts to be made
