(4) NO MEMBER, OFFICER OR EMPLOYEE OF THE AU-
THORITY SHALL VIOLATE ANY OF THE PROVISIONS OF
THIS ARTICLE.

6. (A) THERE IS CREATED AN ADVISORY COUNCIL,
WHOSE FUNCTION IT IS TO CONSULT WITH THE MEM-
BERS OF THE AUTHORITY FROM TIME TO TIME. SAID
COUNCIL HAS NO VOTE UPON THE AUTHORITY BUT MAY
BE CONSULTED REGULARLY BY THE AUTHORITY, AND
SHALL, UPON THE INVITATION OF THE AUTHORITY, AT-
TEND MEETINGS AND HEARINGS OF THE AUTHORITY,
EITHER AS A GROUP OR INDIVIDUALLY AS THE CASE
MAY BE. NO CHANGE IN THE ROUTES, SCHEDULES, OR
SERVICE OF ANY PUBLIC OR PRIVATE TRANSPORTATION
COMPANY SHALL BE MADE BY THE AUTHORITY WITH-
OUT FIRST SUBMITTING THE PROPOSED CHANGE TO THE
ADVISORY COUNCIL FOR ITS COMMENTS AND RECOMMEN-
DATIONS. THESE COMMENTS AND RECOMMENDATIONS
SHALL NOT BE BINDING UPON THE AUTHORITY. THE
COUNCIL MUST SUBMIT ITS COMMENTS OR RECOMMEN-
DATIONS WITHIN THIRTY DAYS AFTER SUCH SUBMIS-
SION UNLESS THE AUTHORITY DEEMS THE MATTER IN-
VOLVED TO BE OF SUCH URGENCY AS TO REQUIRE
PROMPT ACTION, IN WHICH CASE THE COUNCIL SHALL
SUBMIT ITS COMMENTS OR RECOMMENDATIONS WITHIN
FIVE DAYS AFTER SUCH SUBMISSION.

6.   (b) The advisory council is composed of the following:

(1)   A member of the Public Service Commission of Maryland,
designated by the Governor of the State.

(2)   The commissioner of transit and traffic of the City of Bal-
timore.

(3)   The director of public safety of Baltimore County. and

(4)  A representative of the planning commission of Baltimore City.

(5)   A representative of the planning department of Baltimore
County.

(6)  A representative of Anne Arundel County designated by the
Board of County Commissioners of that County.

7.     (O) PETITION FOR, AND RECEIVE AND ACCEPT
FROM, THE UNITED STATES OF AMERICA ANY LOAN OR
GRANT, AND FROM THE STATE OF MARYLAND, OR ANY
POLITICAL SUBDIVISION THEREOF, OR INSTRUMENTAL-
ITY, AGENCY, OR DEPARTMENT OF ANY OF THEM, OR ANY
OTHER SOURCE, ANY LOAN, GRANT, CONTRIBUTION, AS-
SISTANCE, OR AID OF ANY KIND OR CHARACTER OR IN
ANY FORM FOR OR IN AID OF OR IN CONNECTION WITH
ANY MATTER OR THING WHICH IS CONTEMPLATED TO
COME UNDER OR WITHIN THE JURISDICTION, POWER, OR
AUTHORITY OF THE AUTHORITY, AND MAKE AND EXE-
CUTE ANY CONTRACT, AGREEMENT, OR OTHER LEGAL
INSTRUMENT WITH ANY OF SAID LEGAL ENTITIES.

7. (R) NOTWITHSTANDING ANY PROVISION OR PRO-
VISIONS CONTAINED IN THIS ARTICLE TO THE CON-
TRARY:
