such change or construction unless and until he has received such a
certificate of approval. If there is no building inspector in the county
or municipal corporation, the owner, lessee, or tenant of the property
and premises shall not commence the proposed work or change until
and unless he or it has received such a certificate of approval from
the commission. The failure of the commission to act upon an ap-
plication within forty-five days from the date the application was
filed shall be deemed to constitute automatic approval of the proposed
changes unless an extension of this forty-five day period is agreed
upon mutually by the applicant and the commission.

49. Nothing in this sub-title shall be taken or construed to pre-
vent work and repairs on any structure coming under the heading
of ordinary maintenance. Nothing in this sub-title affects the right
to complete any work covered by a permit or authorization issued
prior to the effective date of this sub-title.

50. Any person or persons, firm, or corporation aggrieved by a
decision of the historic district commission has a right of appeal
therefrom similar to that provided from the decision of the zoning
board or commission within the county or municipal corporation.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 875
(Senate Bill 175)

AN ACT to repeal and re-enact, with amendments, Sections 282 (a)
and (b) of Article 77 of the Annotated Code of Maryland (1962
Supplement), title "Public Education", sub-title "Free Scholar-
ships", adding the 3rd District of Baltimore City to those sub-
divisions whose senators may select scholarship recipients to cer-
tain colleges.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 282 (a) and (b) of Article 77 of the Annotated Code of
Maryland (1962 Supplement), title "Public Education", sub-title
"Free Scholarships" be and they are hereby repealed and re-enacted,
with amendments, to read as follows:

282. (a) All scholarships to Charlotte Hall, Maryland Institute,
St. John's College, St. Mary's Female Seminary, Washington College
and Western Maryland College to which the senatorial 1st, 2nd, 3rd,
4th, 5th and 6th districts of Baltimore City and Allegany, Anne
Arundel, Washington, St. Mary's, Calvert, Carroll, Talbot, Frederick,
Somerset, Charles, Worcester, Wicomico, Howard, Cecil, Garrett,
Kent, Prince George's, Queen Anne's and Dorchester counties are
entitled under the preceding sections of this sub-title, or under any
other provision of law, shall be awarded by the State Senator of the
legislative district and of Allegany, Anne Arundel, Washington, St.
Mary's, Calvert, Carroll, Talbot, Frederick, Somerset, Charles, Wor-
cester, Wicomico, Howard, Cecil, Garrett, Kent, Prince George's, Queen
Anne's and Dorchester counties entitled thereto. The said scholarships
shall be awarded only after competitive examinations supervised by
