missioners", sub-title "General Provisions", to follow immediately
after Section 10 thereof, and to read as follows:

10A. The County Commissioners of Anne Arundel County, in ad-
dition to, but not in substitution of, the powers which may have been
or may hereafter be granted them, shall have full power and author-
ity to create within the county limits special taxing districts and to
levy on all real property, subject to ordinary county taxes, located
within said special taxing districts ad valorem tax at a rate sufficient
to provide adequate annual revenues to pay the principal and interest
as it becomes due on any bonds or other obligations of Anne Arundel
County issued for the purpose of financing the design, acquisition,
establishment, improvement, extension, operation or alteration of
public parking facilities, or pedestrian malls. All such taxes shall be
levied in the same manner, upon the same assessments, for the same
period or periods, and as of the same date or dates of finality as are
now or may hereafter be prescribed for ordinary county taxes.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 864
(Senate Bill 111)

AN ACT to repeal and re-enact, with amendments, Sections 315, 316,
317, 318, 320, 321B(a), (b) and (c), 321C(b), (c) and (d), and
321D(b) of Article 18 of the Code of Public Local Laws of Mary-
land (1930 Edition,) title "Queen Anne's County", sub-title
"Plumbing and Health", as added by Chapter 832 of the Acts of
1961; and to add new Sections 317A and 321J to the said Article
of the Code, to follow respectively immediately after Sections 317
and 321-1, amending and revising the plumbing laws of Queen
Anne's County and relating generally to plumbing AND HEALTH
in Queen Anne's County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 315, 316, 317, 318,320, 321B(a), (b) and (c), 321C(b),
(c) and (d), and 321D(b) of Article 18 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Queen Anne's County", sub-
title "Plumbing and Health", as added by Chapter 832 of the Acts of
1961, be and they are hereby repealed and re-enacted, with amend-
ments; and that new Sections 317A and 321J be and they are hereby
added to said Article of the Code, to follow respectively immediately
after Sections 317 and 321-1, and all to read as follows:

315.

No person, firm or corporation shall begin the erection or con-
struction of a new building, in Queen Anne's County, or undertake
the construction of any major additions or alterations to an existing
building, which will in any way affect the water supply, sewage
disposal or plumbing system in such building, or undertake the in-
stallation of plumbing fixtures, appliances connected with the water
