Sec. 4. And be it further enacted, That no passenger motor vehicle
to be used by a State officer or employee, other than an elected official,
or the Commissioner of Motor Vehicles, shall be purchased with
funds appropriated by this Act, the net cost of which inclusive of
trade-in allowance, shall exceed $2,200; provided, however, that in
the case of the administrative head of any State department or
agency whose duties require that he travel extensively throughout
the State, the Board of Public Works may authorize the expenditure
for a passenger vehicle in an amount greater than $2,200 and the
Board of Public Works may also authorize the class of passenger
vehicle which may be purchased. EXCEPT AS TO THE DEPART-
MENT OF MARYLAND STATE POLICE, THE DEPARTMENT
OF MOTOR VEHICLES, THE DEPARTMENT OF PAROLE AND
PROBATION AND THE DEPARTMENT OF TIDEWATER FISH-
ERIES, NO DEPARTMENT, BOARD, BUREAU, COMMISSION
OR OTHER AGENCY OF THE STATE GOVERNMENT MAY
PURCHASE OR ACQUIRE A PASSENGER MOTOR VEHICLE,
EXCEPT AS A REPLACEMENT.

Sec. 5. And be it further enacted, That it is the intention that the
appropriations contained in this bill for the State Office Buildings in
Annapolis and Baltimore are to be supplemented by transfers from
the budgets of the various agencies and departments occupying the
buildings for such expenses as may not be adequately provided for
within the respective budgets for the operation and maintenance of
these buildings. The above transfers, if necessary, are to be effected
by budget amendment.

Amendments to Senate Bill No. 138 and/or House Bill No. 174

AMENDMENT NO. 1—On page 59 of the printed bill under the head-
ing "State Department of Education" under the sub-heading "Equalization
Aid" in the line entitled "General Fund Appropriation," strike out the
numerals "32,662,260" and insert in lieu thereof the numerals "31,729,483";
and under the sub-heading "Incentive Fund for School Construction" in
the line entitled "General Fund Appropriation," strike out the numerals
"11,929,953" and insert in lieu thereof the numerals "11,905,081"; and
under the sub-heading "Summary" on page 60 of the printed bill in the line
entitled "Total General Fund Appropriation," strike out the numerals
"108,462,205" and insert in lieu thereof the numerals "107,504,556"; and
in the line entitled "Total Appropriation" thereunder, strike out the nu-
merals "114,704,417" and insert in lieu thereof the numerals "113,746,768."

AMENDMENT NO. 2—On page 19 of the printed bill under the head-
ing "Civil Defense Agency," under the sub-heading "Matching Fund Proj-
ects" insert the following immediately after the line entitled "proved
budget amendment 150,000 250,000";

Of the above General Fund Appropriation of $100,000, the amount
of $50,000 is contingent upon the subdivisions making available $50,000
which will be disbursed direct by the subdivisions under the matching
formula.
