Highways," to follow immediately after Section 187C thereof, and
to read as follows:
187D.
Notwithstanding any other provisions of this Article, the County
Commissioners of Garrett County are authorized and empowered to
regulate the speed and weight of vehicles on any road, street, lane
or alley within Garrett County which is not within the corporate
limits of any incorporated city, town or village and which has not
been designated or maintained as a part of the State or Federal high-
way system or an extension thereof. The County Commissioners also
are authorized and empowered to provide for the payment of fines for
a conviction for violating any such regulation made by it concerning
the speed of vehicles. Any and all fines collected pursuant to the pro-
visions of this section shall be disposed of according to the procedure
provided in Section 341 of this Article. All traffic control devices
erected under the authority of this section by the County Commis-
sioners shall conform to the State Manual and Specification as adopted
under Section 189 of this Article.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Section 10A to Article 25 of the Annotated Code
of Maryland (1962 Supplement), title "County Commissioners,"
subtitle "General Provisions," to follow immediately after Section
10 thereof, and to be under the same subtitle, authorizing the Coun-
ty Commissioners of Carroll County to promulgate regulations with
respect to the ENGINEERING, CONSTRUCTION, AND use of
county roads, streets, avenues, lanes, alleys, and bridges AND
CERTAIN DRAINAGE SYSTEMS; providing for penalties for
violation of any such regulations AND RELATING GENERALLY
TO THE ROADS OF CARROLL COUNTY AND TO THE AU-
THORITY, POWER AND CONTROL OF THE CARROLL COUN-
TY COMMISSIONERS THEREOVER.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 10A be and it is hereby added to Article 25 of the
Annotated Code of Maryland (1962 Supplement), title "County Com-
missioners," subtitle "General Provisions," to follow immediately
after Section 10 thereof and to be under the same subtitle, and to
read as follows:
