(e) When Bond to be used. Any guaranteed bail bond certificate
with respect to which a surety company has become surety, shall,
when posted by the person whose signature appears thereon, be ac-
cepted in lieu of cash bail or other bond in an amount not to exceed
two hundred dollars ($200.) as a bail bond, to guarantee the appear-
ance of such person in any court in this State, including all municipal
courts in this State, People's Court and Trial Magistrates, at such
time as may be required by such court, when the person is arrested
for violation of any motor vehicle law of this State or any motor ve-
hicle ordinance of any county or municipality in this State except for
the offense of driving under the influence of intoxicating liquors or
of drugs or for any felony committed prior to the date of expiration
shown on such guaranteed bail bond certificates. Any such guaran-
teed bail bond certificate so posted as bail bond in any court in this
State shall be subject to the forfeiture and enforcement provisions
with respect to bail bonds in criminal cases as otherwise provided by
law or as hereafter may be provided by law, and any such guaranteed
bail bond certificate posted as a bail bond in any municipal court of
this State shall be subject to the forfeiture and enforcement provi-
sions, if any, of the charter or ordinance of the particular county or
municipality pertaining to bail bonds posted. The provisions of this
section are to apply both to resident and non-resident persons.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 732)
AN ACT to repeal and re-enact, with amendments, Section 108 (15)
of Article 77 of the Annotated Code of Maryland (1957 Edition),
title "Public Education," subtitle "Chapter 8. Teachers' Certificates,
Salaries, and Pensions," subheading "Teachers' Retirement Sys-
tem," to make applicable to certain members of the State Teachers'
Retirement System the average final compensation as defined by an
amendment enacted in 1955.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 108 (15) of Article 77 of the Annotated Code of Mary-
land (1957 Edition), title "Public Education," subtitle "Chapter 8.
Teachers' Certificates, Salaries and Pensions," subheading "Teachers'
Retirement System," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
108.
(15) "Average final compensation" shall mean the average annual
earnable compensation of a teacher for the five consecutive years of
service as a teacher during which his earnable compensation was
highest, or if he had less than five years of service, then his average
earnable compensation for his total service.
Beginning July 1, 1963, the provisions of this subsection shall apply
