87.

It shall be the duty of the Treasurer [during the last two weeks of
July and the first two weeks of August] immediately after each an-
nual levy, to give notice thereof by advertisement inserted once a
week for four weeks in two newspapers published in Talbot County,
and such advertisement shall contain a clear statement as to dis-
counts to be allowed and interest to be charged on all tax bills.

89.

On the first day of [January] October next succeeding the levy
taxes shall be deemed to be in arrears, and interest shall be charged
from October 1st on all taxes not then paid.

90.

Whenever personal property assessed to any person, set of persons
or body corporate of Talbot County is about to be sold or removed
from said county by said person, set of persons or body corporate,
or their agent, executor, administrator, trustees or assigns, the
Treasurer may, at any time after the levy of taxes for any year
shall have been made by the County Commissioners, make out a bill
for such taxes in the usual form, with an order at the bottom of said
bill directing the sheriff of said county to levy upon the personal
property about to be sold or removed from said county, and enforce
the payment of the taxes on the same in the manner as is provided in
this Article [; and for the purpose of this section all taxes on per-
sonal property about to be sold or removed from said Talbot County
shall be taken to be due and in arrear from the date of the levy of
said taxes].

Sec. 24. And be it further enacted, That Section 539(f) of the
Code of Public Local Laws of Washington County (1957 Edition,
being Article 22 of the Code of Public Local Laws of Maryland),
title "Washington County," subtitle "Sanitary Districts" as said
section was amended by Chapter 743 of the Acts of 1961, be and it
is hereby repealed and re-enacted, with amendments, to read as
follows:

539.

(f) If any liens, benefits, assessments, or other charges remain
unpaid for sixty (60) days after becoming overdue, they may be
collected by an action of assumpsit or by a bill in equity to enforce
such liens, and any judgment or decree obtained, where the defend-
ants have been served by subpoena, or in any other manner provided
by law, shall have the force and effect of a judgment in personam;
and the Commission may sue, or file a bill in equity to enforce said
liens against the owner of record at the time said suit is filed or any
owner of record between said dates, and publication thereon shall
be notice to all persons having any interest in said property.

Sec. 25. And be it further enacted, That Sections 228 and 233 (a)
of the Code of Public Local Laws of Wicomico County (1959 Edition,
being Article 23 of the Code of Public Local Laws of Maryland),
title "Wicomico County," subtitle "Revenue and Taxes," subheading
"County Treasurer," be and they are hereby repealed; and that Sec-
