GENERALLY THE PROCEDURES REQUIRED IN SAID SUB-
TITLE "TAX SALES."

Sec. 19. And be it further enacted, That SECTION 2-118 OF THE
MONTGOMERY COUNTY CODE 1960 (BEING ARTICLE 16 OF
THE CODE OF PUBLIC LOCAL LAWS OF MARYLAND), TITLE
"MONTGOMERY COUNTY," SUBTITLE "CHAPTER 2. ADMIN-
ISTRATION," SUBHEADING "ARTICLE XIII, FINANCE AND
TAXATION GENERALLY," BE AND IT IS HEREBY RE-
PEALED; THAT Section 72-21 of the Montgomery County Code

1960 (being Article 16 of the Code of Public Local Laws of Mary-

land), title "Montgomery County," subtitle SAID TITLE, SUB-
TITLE "Chapter 72. Maryland-National Capital Park and Planning
Commission," subheading "Article 1. In General," be and it is here-
by repealed and re-enacted, with amendments; that Sections 73 17
and 73-56 (i) SECTION 73-47 of said title, subtitle "Chapter 73.
Washington Suburban Sanitary District," subheading "Article 1.
Montgomery and Prince George's Counties," be and they are IT IS
hereby repealed and re-enacted, with amendments, and all to read
as follows:

72-21. Budgetary procedures.

None of the provisions of any public general law governing the
preparation and filing of budgets by agencies of the State of Mary-
land shall be applicable to the budgetary procedure of the commission.
The budget programs and procedures heretofore followed by the
commission are ratified and confirmed and approved for use by the
commission hereafter, together with such improvements therein as,
in the discretion of the commission, shall be deemed necessary or
appropriate in the public interest. The commission is expressly
directed to hold two public hearings on the budget proposed to be
adopted by it for its fiscal year beginning [May] July 1 of each year.
The hearings shall be held in the months of [March or] April or
May, PRIOR TO MARCH 15 one to be in Prince George's County and
one to be in Montgomery County. At least ten (10) days' notice of
each such respective hearing shall be given by publication in a news-
paper or newspapers having a general circulation in the county where
the hearing is to to be held.

73-47. Preparation of annual operating budget; inspection; notice
and hearing.

The commission shall prior to the 1st of [November] April MARCH
of each year cause to be prepared an operating budget for the succeed-
ing [calendar] fiscal year and said budget shall be open for inspection
to the public and copies thereof shall be made available to the public
upon request. The commission is hereby expressly directed to hold
in the month of [December] May PRIOR TO MARCH 15 of each year
a public hearing on the proposed budget after giving at least thirty
days' notice of such hearing by publication in at least one newspaper
printed and published in Montgomery County and one newspaper
printed and published in Prince George's County.
