said construction was commenced, then the said Commission shall
fix and levy a benefit charge as of the first day of [January] July in
which the project was completed upon all property in said sanitary
district abutting upon said water main or sewer, in accordance with
the classification or sub-division thereof, and shall in writing, notify
all owners of said properties into which class and sub-division their
respective properties fall and the charge determined upon, naming
also in said notice a time and place, when and at which time said
owner will be heard. Such notice may be mailed to the last known
address of the owner, or served in person upon any adult occupying
the premises or in case of a vacant or unimproved property posted
upon the premises.

The County Commissioner shall, on or before [January 1] June 30,
of each year, certify its benefit assessments hereunder to the Treas-
urer of Harford County for collection from the property owners
affected, and said Treasurer shall add said benefit assessments to the
State and county Property tax bills for collection by October in each
year without interest or discount, and upon failure of payment of
said benefit assessments, they may be deducted from any surplus in
the hands of the Treasurer after a sale for non-payment of State and
county property taxes under proper order of the Circuit Court. In
the alternative, the lien created in favor of the annual benefit assess-
ments may be enforced by bill in equity or by action in personam.

(e) The said Roads Engineer shall appear before the County Com-
missioners on their first regular meeting in each month, or oftener
if required by said Commissioners, and make a full and exact state-
ment to them of all work done or contemplated and the cost thereof.
He shall also on or before the fifteenth day of [October] April in each
year submit to the County Commissioners a statement showing the
expenditures to date and the estimated expenditures for the balance
of the [calendar] fiscal year for the construction, reconstruction and
repair of roads and bridges and for the purchase, repair and opera-
tion of road machinery and equipment, for all salaries, wages and
expenses, and other expenditures in connection with the duties of
his office. At the same time he submits the above statement he shall
also submit a proposed budget for the approval of the County Com-
missioners for the succeeding [calendar] fiscal year; for the purpose
of giving the Commissioners the necessary information to enable
them to estimate the County levy for roads and bridges for the suc-
ceeding [calendar] fiscal year. The County Commissioners shall pub-
lish this statement and budget, or as much thereof as may be neces-
sary to appraise the residents of the County of the contents thereof,
in one or more County papers published in Harford County. He shall
in no [calendar] fiscal year expend a greater amount of money than
has been appropriated for the construction, reconstruction or repair
of roads or for the purchase of materials or machinery without first
obtaining a written order from the said Commissioners so to do.
466. Budget; submission of estimates.
Every county agency shall submit to the County Commissioners of
Harford County on or before [October] April 1st in each year a
