the approval by the Commission of any building permit in Mont-
gomery County, and any acts, ordinances or regulations inconsistent
herewith are repealed to the extent of such inconsistency. PRO-
VIDED, HOWEVER, THAT IN MONTGOMERY COUNTY, ALL
BUILDING PERMIT APPLICATIONS SHALL BE REFERRED TO
THE COMMISSION FOR REVIEW AND RECOMMENDATIONS
AS TO ZONING REQUIREMENTS.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to repeal and re-enact, with amendments, Section 71 (a)
and 71 (b) of Chapter 780 of the Acts of 1959, as amended by
Chapter 452 of the Acts of 1961, this Act having enacted the sub-
title "Park and Planning Commission," having added this subtitle
to the Montgomery County Code (1955 Edition and 1960 Edition),
being Article 16 of the Code of Public Local Laws of Maryland, and
having also added this subtitle to the Code of Public Local Laws
of Prince George's County (1953 Edition), being Article 17 of
the Code of Public Local Laws of Maryland, of said Section 71 (a)
and 71 (b) being in the subheading "Regional District," providing
for a method by which subdivision regulations of the Commission
may become effective if on presentation the governing body takes
no action, and providing for limitation of the time allowed to
reserve land for public purposes and to postpone assessment on
such land, and providing for approval or disapproval of preliminary
plats within sixty (60) days after application.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 71 (a) and 71 (b) of Chapter 780 of the Acts of 1959,
as amended by Chapter 452 of the Acts of 1961, this Act having
enacted the subtitle "Park and Planning Commission," having added
this subtitle to the Montgomery County Code (1955 Edition and 1960
Edition), being Article 16 of the Code of Public Local Laws of Mary-
land, and having also added this subtitle to the Code of Public Local
Laws of Prince George's County (1953 Edition), being Article 17
of the Code of Public Local Laws of Maryland, of said Section 71 (a)

71.

(a) Authorized; purposes; restrictions. In exercising the powers
granted to it by Section 70 of this Article, the Commission or the gov-
erning body of either county may prepare regulations and amend-
ments thereto governing the subdivision of land within the Regional
District or the respective portions of the Regional District within
Montgomery or Prince George's County. The regulations and amend-
