and topography of any area concerned or which may be concerned
with such rule or regulation, and the practicability of enforcement
of such rule or regulation.
In exercising such authority to adopt, amend and repeal and to
approve rules and regulations, the Board and the Council may, and
to the extent deemed desirable by either of them shall, consult with
a council of technical advisers, properly qualified by education or
experience, to be appointed by the Council, to serve at the pleasure of
the Council and to consist of such number of advisers as the Council
may appoint, but such technical advisers shall receive no compensa-
tion for their services as such.
(2) Collect and disseminate information relating to air pollution,
its prevention and control.
(3) Advise, consult and cooperate with agencies of the State, in-
cluding political subdivisions, industries, other states, the Federal
Government and with affected groups, in furtherance of the purpose
of this subtitle.
(4) Encourage, participate in or conduct studies, investigations,
training, research and demonstrations relating to air pollution and
its causes, prevention, control, and abatement as it may deem advis-
able and necessary.
(5) Consult with members of industry and other persons and
make recommendations to any person in order to enable such person
to comply with the purposes of this subtitle and with the rules and
regulations of the Board, promulgated pursuant to this subtitle.
(6) Encourage voluntary cooperation by the people, municipali-
ties, counties, industries and others in complying with the purpose
of this subtitle and with the rules and regulations of the Board,
promulgated pursuant to this subtitle.
(7) Suspend, in accordance with AND ONLY UPON recommen-
dation of the Council, the enforcement of the whole or any part of
any rule or regulation as herein provided.
(8) Accept and administer Federal funds for the furtherance of
its responsibilities under this subtitle.
(9) Issue orders as hereinafter provided, upon the recommenda-
tion of the Council.
(10) Delegate to the Department the discharge of any of the afore-
said responsibilities and duties set forth in paragraphs (2) through
(8) of this Section.

(Suspension of and exceptions to Rules and Regulations).
(a) The Board shall suspend, SUBJECT TO THE PROVISIONS
OF THIS SECTION, THE BOARD SHALL SUSPEND, ONLY in
accordance with recommendations of the Council, the enforcement
of the whole or any part of any rule or regulation as to any person
who shall show that the enforcement thereof would be inequitable or
unreasonable as to such person, or suspend, upon the recommenda-
tion of the Council, the enforcement thereof for any reason deemed
