and the first terms shall begin on June 1,1963. The members of the
Board shall receive no compensation for their work, but they may be
reimbursed by the County Commissioners of Anne Arundel County
for proper traveling and other expenses incurred in the discharge of
their duties.

3A-12.

The Board shall appoint an executive secretary at an annual salary

of not less than three thousand dollars ($3000.00). The Board shall

also appoint such other employees, assistants and investigators and
THE BOARD SHALL APPOINT SUCH EMPLOYEES, ASSIST-
ANTS AND INVESTIGATORS AND at such compensation as may
be provided in the budget from time to time.

3A-13.

No person, firm or corporation shall engage in the business and/or
activity of becoming a surety for compensation on bonds in criminal
cases, nor shall any agent, employee or representative of such a per-
son, firm or corporation participate in any way in the solicitation of
such business and/or activity without securing a license issued by the
Board of Bail Bond License Commissioners pursuant to this subtitle
and complying with all the provisions of this subtitle and of the rules
and regulations promulgated and adopted thereunder. The license
shall be exhibited at all times in the regular place of business of the
licensee.

3A-14.

The annual license fee for such a license, payable in advance, shall
be $500.00
$250.00 with respect to every person, firm or corporation
engaged in the business and/or activity as principal, and $350.00
$125.00 annually for every person engaged as an agent, representative
or employee of a principal.

3A-15.

The Board of Bail Bond License Commissioners shall refer all ap-
plicants for a license to the Police Chief of Anne Arundel County for
investigation of the applicant's character. The Police Chief shall
submit his investigation to the Board, along with his recommendation
as to whether the applicant should be accepted. The Board shall re-
fuse to issue a license to any applicant where it finds that the moral
character of the applicant is such that the issuance of a license would
harm the administration of criminal justice in Anne Arundel County,
or would be prejudicial to the general welfare of the residents of
Anne Arundel County.

3A-16.

Any license issued, under the provisions of this subtitle may be
suspended or revoked by the Board for any cause which would be
sufficient for a denial of the license as provided in Section 3A-15.

3A-17.

The Board is authorized and empowered to promulgate and adopt
reasonable rules and regulations not inconsistent with those rules
and regulations promulgated by the State Insurance Commissioner
