complish the work of the County Commissioners sitting as District
Counsel. The functions of the Advisory Committee among other
things may consist of making technical recommendations for the
preservation, exploitation, and site rehabilitation of mineral deposits
or means and methods of encouraging development above minimum
standards. Such official committee shall be established by resolution
of the County Commissioners which sets forth the membership, duties,
and functions.
It is the intent of the General Assembly that all State agencies,
departments or commissions shall cooperate to the fullest possible
extent with the County Commissioners in guiding the orderly growth
of the County through such Committee. Officials designated by a
State agency, department, or commissions may serve on such Ad-
visory Committee at the request of the County Commissioners.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Section 542A to the Charter and Public Local
Laws of Baltimore City (1949 Edition, being Article 4 of the
Code of Public Local Laws of Maryland), title "Baltimore City,"
subtitle "Police Commissioner," subheading "Appointment and
Promotion," to follow immediately after Section 542 thereof, to
authorize and direct the Police Commissioner of Baltimore City to
promote Sergeant John Neusinger to the rank of lieutenant in the
Baltimore City Police Department.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 542A be and it is hereby added to the Charter and
Public Local Laws of Baltimore City (1949 Edition, being Article 4
of the Code of Public Local Laws of Maryland), title "Baltimore
City," subtitle "Police Commissioner," subheading "Appointment and
Promotion," to follow immediately after Section 542 thereof, and to
read as follows:
542A.
The Police Commissioner is authorized and directed to promote
Sergeant John Neusinger to the rank of lieutenant without examina-
tion and notwithstanding any other provisions of this subtitle.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
