by the affirmative vote of not less than ten ELEVEN members there-
of.
After adoption of the SUGGESTED General Development Plan
by the Regional Planning Council and after adoption of any amend-
ment thereto, a copy of the plan or amendment shall be provided for
each unit of government within the Regional Planning Area, to all
public utilities affected by the plan, and to any State departments or
agencies concerned with or affected by the plan.
Not later than five years after the adoption of the plan and not less
than every five years thereafter, The Council shall re-examine, revise
if necessary, re-adopt and republish the General Development Plan.
14. Notice and Hearing.
Before adopting the SUGGESTED General Development Plan or
any part thereof or any amendment, extension, or addition thereto,
The Council shall hold at least one public hearing within Baltimore
City and one each within Anne Arundel, Baltimore, Carroll, Harford,
and Howard Counties. At least one notice TWO NOTICES of the
time and place of each hearing shall be published , THE FIRST NO-
TICE not less than fifteen THIRTY days in advance thereof AND
THE SECOND NOTICE NOT LESS THAN FIFTEEN DAYS IN
ADVANCE THEREOF in a newspaper of general circulation in the
particular political subdivision. At least fifteen THIRTY days' notice
of each respective hearing shall be given in writing, AND ACCOM-
PANIED BY THE SPECIFIC MATTER TO BE CONSIDERED AT
SUCH HEARING, to the Mayor of Baltimore City, the County Execu-
tive of Baltimore County and the respective Presidents of the Boards
of County Commissioners of Anne Arundel, Carroll, Harford, and
Howard Counties.
15. Adoption by Other Units of Government.
The SUGGESTED General Development Plan, or any portion there-
of, adopted by the Regional Planning Council after public hearing
may be adopted by any unit of government within the Area as the
SUGGESTED General Development Plan for its area.
16. Additional Functions.
The Regional Planning Council has these additional functions and
powers:
(1) To conduct research required for the planning of the Re-
gional Area, including the collection of data with respect to population
trends, the social, economic, physical, and governmental factors af-
fecting the development of the Area; and The Council shall make its
findings available to persons interested.
(2) To advise units of government concerning the relationship
of any plans, projects, proposals, and policies adopted or under con-
sideration by any such unit of government to other plans, projects,
proposals, and policies applicable to the Regional Planning Area.
(3) To prepare and make available to units of government
RECOMMENDED standards for building and subdivision control
ordinances, zoning, and other planning regulations, and for adminis-
trative practices and procedures under such ordinances or regulations.
