member of The Council, and he shall also appoint one member of the
Baltimore County Planning Board as a member of The Council. The
respective Boards of County Commissioners of Anne Arundel, Car-
roll, Harford, and Howard Counties shall each appoint one member
of each of their respective Boards as members of The Council and
they shall also appoint one member of each of their respective County
Planning Boards as member of The Council. The Governor of the
State of Maryland shall appoint one member of the Senate and one
member of the House of Delegates, each from the Regional Planning
Areas, as members of The Council; and the Governor shall also ap-
point two citizens as member of The Council, selected at large from
residents within the Area. The Director of the State Department of
Planning and the Chairman-Director of the State Roads Commission
shall serve ex-officio as members of The Council. The Metropolitan
Transit Authority
AND THE MARYLAND PORT AUTHORITY
shall EACH designate one of its members to serve on The Council.

Each appointing authority, with the exception of the Governor,
within five days after making such appointment shall advise the
Governor thereof.

5. Term of Office.

The members of said Regional Planning Council shall serve for a
term of four years each, except that members of the respective legis-
lative bodies and others holding membership by virtue of their other
elected or appointed positions shall hold office only during their
terms of office; and except that the four appointees of the Governor
shall serve at his pleasure. Appointments by the Governor shall be
made not later than June first of the year in which he begins a term
of office. Members of the Regional Planning Council may be reap-
pointed without limitation. If any member of The Council is absent
from three consecutive meetings of The Council without an excuse
accepted by The Council, the absences shall be reported to the appoint-
ing authority.

6. Vacancies.

If a vacancy on The Council occurs by reason of death, resignation,
change of residence, or other cause, it shall be filled for the duration
of the unexpired term in the same manner as is provided for the
the original appointment.

7. Compensation.

The members of the Regional Planning Council shall serve without
compensation.

8. Officers.

The Governor of the State shall appoint the Chairman of the Re-
gional Planning Council from its membership. The members of The
Council shall elect a Vice Chairman, who shall serve during the ab-
sence or incapacity of the Chairman, and such other officers as The
Council may establish by its Bylaws and Rules of Procedure.

9. Bylaws and Rules of Procedure.

The Regional Planning Council shall adopt Bylaws and Rules of
Procedure to govern the conduct of its business. It may appoint an
Executive Committee and delegate to it such powers as The Council
