a period of not less than four (4) years immediately preceding the
said transfer, the experience with benefit charges and payrolls which
is required by subsection (c) (2), shall be deemed to have met the
requirements of said subsection for variance from the standard rate,
provided the employer shall make application to the Executive Direc-
tor; prior to the computation date after such transfer-, for such
treatment
EFFECTIVE UPON SUCH TRANSFER. The applica-
tion shall include such information as will enable the Executive Di-
rector to establish an employer's benefit ratio for such employer in
the manner prescribed by subsection (c) (3) as if the benefit charges
and payrolls in another state had been paid in this state. Such appli-
cation shall also be vertified
VERIFIED in such manner as is satis-
factory to the Executive Director.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 753
(House Bill 189)

AN ACT to add a new Article 78C to the Annotated Code of Maryland
(1957 Edition), to follow immediately after Article 78B thereof,
and to be under the new title "Regional Planning Council," estab-
lishing a Regional Planning Area for the City of Baltimore and
the counties of Anne Arundel, Baltimore, Carroll, Harford, and
Howard; providing for the appointment of a Regional Planning
Council for said area; providing for the making and amending of
a SUGGESTED General Development Plan for the Regional Plan-
ning Area which will insure the orderly growth and development
of said area; denning the duties and powers of said Council; de-
fining the relationship between said Council and the governing
bodies within said area including the elaboration of certain matters
which must be referred by them to said Council; denning the func-
tions, powers, and duties of said Regional Planning Council; pro-
viding a method of financing the operations of said Regional Plan-
ning Council by funds from the State, the City of Baltimore, and
the counties of Anne Arundel, Baltimore, Carroll, Harford, and
Howard; and relating generally to the creation, powers, duties,
and functions of a Regional Planning Council for Baltimore City
and the counties of Anne Arundel, Baltimore, Carroll, Harford,
and Howard.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Article be and the same is hereby added to the Annotated
Code of Maryland (1957 Edition), said new Article to be numbered
78C and to be under the title "Regional Planning Council" to follow
immediately after Article 78B thereof, and to read as follows:
