taxes and other sums or charges levied by the said Commission in the
Sanitary District, except that the Commission shall not levy any ad
valorem tax or front foot benefit assessment within the areas added
to the Washington Suburban Sanitary District by this Act until such
time as the construction of a water system or sewerage system shall
be actually commenced in, or any such existing system is extended
to, such area and made available to the property therein. When from
time to time any such system is commenced or extended in any part
of the above described areas the property or properties to which
service becomes available by reason of the commencement or exten-
sion, but only those properties, shall no longer be subject to the within
exemption from taxes and assessment charges but shall be subject
thereto.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 922)
AN ACT to add new Section 11A to Article 27 of the Annotated
Code of Maryland (1957 Edition and 1962 Supplement), title
"Crimes and Punishments," to follow immediately after Section 11
thereof and to be under the new subtitle "Assault on Child," defin-
ing as a felony certain mistreatment of certain minor children
by or in the presence of the parents, adoptive parents or persons
having custody of such children, AND providing a penalty there-
for, and requiring reports of the treatment of such children under
certain circumstances.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 11A be and it is hereby added to Article 27 of
the Annotated Code of Maryland (1957 Edition and 1962 Supple-
ment), title "Crimes and Punishments," to follow immediately after
Section 11 thereof, to be under the new subtitle "Assault on Child,"
and to read as follows:
Assault on Child
11A.
(a) Any parent, adoptive parent or other person who has the
permanent or temporary care or custody of a minor child under
the age of fourteen years who recklessly or maliciously beats, strikes,
or otherwise mistreats, or who suffers or permits another person
in his presence to recklessly or maliciously beat, strike or otherwise
mistreat such minor child to such degree as to require medical
treatment for such child shall be guilty of a felony, and upon con-
viction shall be sentenced to not less than one nor more than fifteen
years in the Penitentiary.
(b) Any physician or other person who shall render medical
treatment to a child under the age of fourteen years under circum-
stances which indicate a violation of the foregoing subsection shall
