erly functioning sewage system, an unkept junk yard (either commer-
cial or private), any excessive accumulation of trash (combustible or
non-combustible) any excessive accumulation of garbage, any dead
animals, a contaminated or inadequately protected water supply or
a rat harborage. Maintenance of a nuisance shall also include main-
tenance of such poor housekeeping within any building (commercial
or residential) that the health of the owner, any occupants, employees
or neighbors is or can be endangered. Nuisance shall further include
the maintenance of any such condition which does or could endanger
the health of humans through the spreading of such nuisance by
streams, surface drainage, air currents, winged life, domestic ani-
mals, humans or any other means.

(c) It shall be the duty of all law enforcement officers who have
jurisdiction in Cecil County to enforce this section and it shall further
be the duty of the State's Attorney for Cecil County to prosecute
violators under this section.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 716
(House Bill 935)

AN ACT to add a new Section 111A to the Code of Public Local
Laws of Kent County (1959 Edition, being Article 15 of the Code
of Public Local Laws of Maryland), title "Kent County," subtitle
"Circuit Court," to follow immediately after Section 111 thereof,
providing for the appointment of a probation officer by the Judge
of the Circuit Court for Kent County, specifying the duties of the
probation officer and providing for his compensation.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 111A be and it is hereby added to the Code of
Public Local Laws of Kent County (1959 Edition, being Article 15
of the Code of Public Local Laws of Maryland), title "Kent County,"
subtitle "Circuit Court," to follow immediately after Section 111
thereof, and to read as follows:

111A.

(a)  The judge of the Circuit Court from time to time shall MAY
appoint a probation officer for Kent County, who shall supervise and
handle probation and investigative work for the Court in cases con-
cerning juvenile delinquency, domestic violations, non-support of
dependents, and other matters as assigned by the Court.

(b)  The probation officer shall perform his duties under the
direction and control of the judge of the Circuit Court.

(c)  The salary of the probation officer shall be determined from
time to time by the judge of the Circuit Court.
This salary shall
be paid by the County Commissioners of Kent County, except that
