viction, is subject to a fine not exceeding one hundred dollars
($100.00) or to confinement in the county jail for not more than
thirty (30) days, or both in the discretion of the magistrate or Cir-
cuit Court. If the act or omission is of a continuing nature and is
persisted in, in violation of the provisions of this subtitle or of any
rule or regulation formulated thereunder, a conviction for one offense
shall not be a bar to the conviction for a continuation of such offense
subsequent to the first or any succeeding conviction.
426. Rules and regulations.
The Commission may prescribe all needful rules and regulations
for the administration and enforcement of this subtitle. In addition
to its own power to adopt appropriate rules and regulations, the Com-
mission may adopt and enforce regulations of the State Department
of Health and/or the Harford County Health Officer fixing standards
of construction for sanitary facilities or installations. Prior to the
adoption of any such rules and regulations other than those of the
State Department of Health or the Harford County Health Officer the
Commission shall give public notice of the rules and regulations
which it proposes to adopt by publishing the same in at least two
newspapers of general circulation published in Harford County at
least twice not less than fifteen (15) days prior to a public hearing,
the date, time and place of which shall be specified in such notice.
427. Severability.
All Acts and parts of Acts inconsistent with the provisions of this
subtitle are repealed to the extent of their inconsistency, provided
that nothing herein contained shall be taken as restricting any control
which the State Board of Health of Maryland and the Department
of Geology, Mines and Water Resources are empowered to exercise
within any sanitary districts.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to repeal and re-enact, with amendments, Section 2-121 (a)
of the Montgomery County Code (1960 Edition), being Article 16
of the Code of Public Local Laws of Maryland, title "Montgomery
County," subtitle "Administration," as said section was amended
by Chapter 505 of the Acts of 1961, to provide for an increase in
the partial exemption from A CREDIT AGAINST ASSESSMENT
FOR THE PURPOSE OF real estate taxes in Montgomery County
for persons sixty-five years of age or over, and to provide that the
exemption CREDIT shall apply where such persons are required to
change residence because of condemnation or threat of condem-
nation.
