lection by the orphans' court of the county, a warrant or warrants
shall issue under the seal of office authorizing two persons of dis-
cretion, both of whom shall be selected by the orphans' court and
neither of whom shall be related to the deceased nor interested in
the administration, to appraise the goods, chattels and personal estate
of the deceased known to them or to be shown by the executor, ad-
ministrator or collector. The orphans' court shall appoint six ap-
praisers, to hold office at the pleasure of court, who shall appraise the
goods, chattels and personal estates of all decedents under the ad-
ministration of the orphans' court. One of such persons shall be
designated as chief appraiser for the court at an annual salary of
six thousand dollars, and the others shall be designated as his assist-
ants at an annual salary of three thousand six hundred dollars each
and each of the six appraisers shall receive a monthly expense ac-
count of fifty dollars. Such salaries shall be in lieu of any and all
other compensation for their duties as such. The register of wills of
the county is hereby authorized and directed to enact a schedule of
fees to be charged for the appraisal of the decedent's estates for the
purpose of defraying the salaries hereinbefore established. In the
event the fees derived from such schedule of fees are insufficient to
pay such salaries and expense accounts, then any deficiency shall
be paid from the general fees collected by the register of wills.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

Whereas, the State, in recent years, has assisted a number of
colleges in Maryland to expand their buildings and facilities and
should also help the fee program and potential development of St.
John's College; now, therefore

CHAPTER 698
(House Bill 125)

AN ACT to authorize the creation of a State debt in the aggregate
amount of $500,000.00 $75,000.00 for the purpose of aiding in the
construction of a men's dormitory and of an athletic center, and
for the purpose of aiding in the renovation and remodeling of Igle-
hart Hall as a dining hall and of the Chase Stone House as a dormi-
tory.
AN ADDITION TO THE LIBRARY, on the campus of St.
John's College in Annapolis, subject to the requirements that the
said College, on or before January 1, 1965, shall have obtained
elsewhere at least an equal and matching sum for the same pur-
poses, or for a portion of the same purposes; PURPOSE; and
providing generally for the issue and sale of certificates of in-
debtedness evidencing this loan.

Whereas, St. John's College, in the City of Annapolis, has an
overall master plan for future development of its campus, looking
toward an anticipated enrollment of 350 students and

Whereas, this master plan, when accomplished, will result in a
material improvement to the present building and facilities of St.

John's College and
