circumstances by the Commissioner of Motor Vehicles in the case
of a person making installment payments under the Unsatisfied
Judgment Fund law in order to secure restoration of his operator's
privileges.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 174 (c) of Article 66½ of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles", sub-title "Unsatisfied
Claim and Judgment Fund", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
174.
(c) In the event of any default in making any installment pay-
ment specified in a settlement or court order the Commissioner shall,
upon notice of such default, suspend such person's driver's license,
or driving privileges or registration certificates until the amount of
his indebtedness to the fund has been repaid in full, or unless the
Commissioner in his discretion, shall waive the default (but not any
interest which may have accrued in the interim) where it is occa-
sioned by extenuating circumstances and such person resumes the
installment payments and establishes his ability to continue their
payment.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(Senate Bill 180)
AN ACT to repeal and re-enact, with amendments, Sections 3 (a) and
3(i) of Article 25 of the Annotated Code of Maryland (1957 Edition
and 1962 Supplement), title "County Commissioners", sub-title
"General Provisions", authorizing the county commissioners of
Caroline County to regulate trailers and tourist camps within the
county outside the limits of incorporated towns and cities.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 3 (a) and 3(i) of Article 25 of the Annotated Code of
Maryland (1957 Edition and 1962 Supplement), title "County Com-
missioners", sub-title "General Provisions", be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

(a) The county commissioners of each county in this State, except
Worcester, Kent, Caroline, (except as hereinbelow provided), Al-
legany, Prince George's, Washington, Somerset, Dorchester, Balti-
more, Anne Arundel, Cecil, Charles, Howard, Frederick, Queen
Anne's and St. Mary's counties, in addition to, but not in substitution
of, the powers which have been or may hereafter be granted them,
shall have the following express powers:
