(c)  A resident of Howard County continuously for at least five
(5) years immediately prior to his appointment or election, and

(d)  Is distinguished for integrity, wisdom, and sound legal knowl-
edge.

152C. The Governor shall appoint the Judges of the Court from a
list of not more than six (6) qualified persons nominated by a Com-
mittee, which shall select its own chairman, and which shall consist
of the following persons:

(a)   The State Senator from Howard County.

(b)  A member representing the Howard County Bar Association.

(c)   Chairman of the House Delegation from Howard County.

152D. (a) The Judges appointed originally to said Court shall
take office on January 1, 1965, for terms expiring respectively on
December 31, 1968 and December 31, 1970. In making said appoint-
ments the Governor shall designate the term for which each Judge is
appointed. If any vacancy shall occur during the original term, the
Governor shall appoint a successor to serve for the remainder of
such term from a list of three nominees submitted by the above Com-
mittee.

(b)  After the expiration of the original terms, the term of office
of the Judges of the Court shall be eight (8) years from the expira-
tion of the preceding term and shall be filled as follows:

1.  Any incumbent Judge of the Court, or any other qualified per-
son, shall be eligible, at the Congressional election immediately pre-
ceding the expiration of the term, for election or re-election for a
full term of eight (8) years.

2.  In order to qualify for election or re-election, there shall be
filed with the Supervisors of Elections of Howard County, not later
than thirty (30) days before the date of the applicable election, a
certificate signed and duly acknowledged, stating the basis of the
eligibility and the term which is to be filled by election. Thereupon
the names of the persons so filing, together with a statement of the
term for which they are eligible shall be placed upon the ballot to be
used in such election, with no party designation whatever.

(c)   Unless his office shall have been abolished pursuant to this
sub-title, each Judge of the Court shall continue to hold office after
the expiration of his term until a successor shall qualify.

(d)   Upon the creation of any additional office on the Court by
increase in the number of Judges pursuant to this sub-title, the Gov-
ernor shall appoint a qualified person from a list of not more than
three (3) persons nominated by the Committee provided for in Section
152C herein, for a term as the law creating such office shall provide.

(e)   Whenever a vacancy shall occur on the Court from any cause,
the Governor shall appoint a qualified person, from a list of not more
than three (3) persons nominated by the Committee provided for in
Section 152C herein, who shall hold office as Judge for the balance of
the unexpired term to which he has been appointed and until his suc-
cessor shall have been selected and qualified.

(f)  As used in this section, the term "Congressional election"
