(g) In Allegany County, it shall be unlawful on Sundays, after
midnight on Saturdays or between the hours of 1:00 A.M. and
7:00 A.M. on other days, for any person to consume any alcoholic
beverages on any premises open to the general public, any place
operated as a club, any place of public entertainment, or any place
at which setups or other component parts of mixed alcoholic drinks
are sold under any license issued under the provisions of Article 56;
2B; and it shall also be unlawful for any owner, operator, or man-
ager of said premises to permit such consumption. In addition, it
shall be unlawful, at any time in Allegany County, for any person to
possess or consume any alcoholic beverage on any premises not
licensed under this Article ARTICLE 2B which is open to the gen-
eral public and is operated as a club, a place of public entertain-
ment or a place where setups or other component parts of mixed
alcoholic drinks are sold; and it shall also be unlawful for any
owner, operator, or manager of any such premises to permit such
consumption or possession. Any person violating the provisions of
this sub-section shall be deemed guilty of a misdemeanor and upon
conviction thereof shall be fined not less than $50.00 nor more than
$500.00 for each offense.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(Senate Bill 491)
AN ACT to repeal and re-enact, with amendments, the following
sections of Article 52 of the Annotated Code of Maryland (1957
Edition and 1962 Supplement), title "Justices of the Peace":
Sections 6(g) and 12, sub-title "Civil Jurisdiction", Sections 97,
108(13), 109, 110 and 119(b), sub-title "Trial Magistrates Sys-
tem"; to add a new Section 25C to said Article, sub-title "Criminal
Jurisdiction", to follow immediately after Section 25B thereof;
to add new Section 124A to the Code of Public Local Laws of
Howard County (1957 Edition, being Article 14 of the Code of
Public Local Laws of Maryland), title "Howard County", sub-title
"Justices of the Peace", to follow immediately after Section 124
thereof; and to add new Sections 152A through 152N to said Local
Laws, to follow immediately after Section 152 thereof and to be
under the new sub-title "People's Court of Howard County"; pro-
viding for the establishment of a People's Court of Howard County
pursuant to the provisions of Section 41B of Article IV of the
Maryland Constitution, defining the jurisdiction thereof, prescrib-
ing the manner of selection, salary powers and qualifications of
the judges thereof, providing for the administration, employees,
and procedure thereof; redefining and limiting the number and
authority of certain justices of the peace in said county and
abolishing the offices of trial magistrate and substitute trial magis-
trate therein; providing that said People's Court shall not be estab-
lished until January 1, 1965; repealing inconsistent public local
