(d) No part of the proceeds derived from the sale of the bonds
hereby authorized to be issued shall be expended without the ap-
proval of the Board of School Commissioners of Baltimore City.

Sec. 5. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its passage.

CHAPTER 3
(Senate Bill 27)

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding nine million
dollars ($9,000,000.00), the proceeds derived from the sale of the
certificates of indebtedness to be used for the acquisition, by
purchase, condemnation, or any other legal means, of land or
property, or any rights therein, in the City of Baltimore, and for
constructing and erecting on said land or property, or on any land
or property now or hereafter owned by the Mayor and City
Council of Baltimore, new buildings, structures and facilities, and
for additions and improvements to, or the modernization or recon-
struction of, existing buildings, structures and facilities owned by
the Mayor and City Council of Baltimore, to be or now being
used for or in connection with the operations, functions and
activities of the Mayor and City Council of Baltimore, the Police
Department of Baltimore City and the courts located in Balti-
more City, and for acquiring and installing equipment for any
and all buildings, structures or facilities authorized to be con-
structed or erected under the provisions hereof, and for doing
any and all things necessary, proper or expedient in connection
with or pertaining to any or all of the matters or things herein-
before mentioned; providing that the municipality shall designate
in certain ordinances the particular buildings, structures or facili-
ties to be constructed or erected and the particular general use
to be made thereof; authorizing said municipality to submit an
ordinance or ordinances for said purpose to the legal voters of
Baltimore City, and providing generally for the issuance and sale
of said certificates of indebtedness.

Section 1. Be it enacted by the General Assembly of Maryland,
That

(a) The Mayor and City Council of Baltimore be and it is hereby
authorized to create a debt, and to issue and sell its certificates of
indebtedness (hereafter called "bonds") as evidence thereof, to an
amount not exceeding Nine Million Dollars ($9,000,000.00), the pro-
ceeds derived from the sale thereof to be used for the purposes here-
inafter mentioned, but said debt shall not be created and said bonds
