(h) The State Department of Public Welfare or its local unit
within the jurisdiction of the court, in any condition of fact not
hereinbefore covered.
Any consent obtained under the provisions of this section may be
revoked and cancelled at any time before final decree, but not after
a guardianship decree under § 72 above, if one be had, or not after
an interlocutory decree, if one be had.
Minority of a natural parent shall not be a bar to such parent's
consent to adoption, and the adoption shall not thereby be invalidated.
Sec. 3. And be it further enacted, That sub-section (a) of Sec-
tion 82 of Article 23 of the Code, title "Corporations", sub-title "I.
Stock Corporations", sub-heading "Dissolution", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
82.
(a) The dissolution of a corporation shall not relieve its stock-
holders, directors or officers from any obligations and liability im-
posed on them by law; nor shall such dissolution abate any pending
suit or proceeding by or against the corporation and all such suits
may be continued with such substitution of parties, if any, as the
court directs. The provisions of this section shall be retroactive so
as to apply to any dissolution occurring prior to the effective date
hereof.
Sec. 4. And be it further enacted, That Section 11 of Article 26
of the Code, title "Courts", sub-title "Appointment of Assistant
Counsel", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

The circuit courts for the several counties and the Criminal Court
of Baltimore may appoint assistant counsel for the State, to aid in
the trial of criminal or other State cases in said courts, whenever
in the judgment of the court in which any such case is pending
public interest requires it. [; and the said courts may likewise
appoint counsel to defend any person in the trial of any criminal
case in said courts whenever in the judgment of the court in which
any such case is pending a just regard for the rights of the accused
requires it.]
Sec. 5. And be it further enacted, That sub-section (c) of Sec-
tion 36 of Article 27 of the Code, title "Crimes and Punishments",
sub-title "I. Crimes and Punishments", sub-heading "Concealed
Weapons", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
36.
(c) All prosecutions for violations of the provisions of this section
may be either upon presentment and indictment or upon information
in any court haying criminal jurisdiction in this State, or by trial
before any justice of the peace in and for the county where the
offense occurs, and jurisdiction original and concurrent with the
said courts having criminal jurisdiction is hereby given to the said
