HAVE UNTIL DECEMBER 31, 1973, TO COMPLY WITH THE
BALANCE OF SUCH INCREASED REQUIREMENT.

Sec. 6. And be it further enacted, That this Act shall not impair
or affect any act done, offense committed or right accruing, accrued,
or acquired or liability, penalty, forfeiture or punishment incurred
prior to the time this Act takes effect, but the same may be enjoyed,
asserted, enforced, prosecuted or inflicted, as fully and to the same
extent as if this Act had not been passed.

Sec. 7. And be it further enacted, That this Act shall become
effective on June 1, 1963. DECEMBER 31, 1963.

CHAPTER 554
(Senate Bill 91)

AN ACT to add new Section 17B, to follow immediately after Sec-
tion 17A thereof, and to repeal and re-enact, with amendments,
Section 6 (a) of Article 77 of the Annotated Code of Maryland
(1957 Edition and 1962 Supplement), title "Public Education",
sub-title "Chapter 2. Formation of Boards", to increase the mem-
bership of the Board of Education for Worcester County and to
provide for appointment of the additional members of the Board.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 17B be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1957 Edition and 1962 Supplement),
title "Public Education", sub-title "Chapter 2. Formation of Boards",
to follow immediately after Section 17A thereof, that Section 6 (a)
of said Code be and it is hereby repealed and re-enacted, with
amendments, and all to read as follows:

6.

(a) County boards of education shall be composed in the counties
of Carroll, Frederick, Dorchester, and Washington, of six members;
in Baltimore, Prince George's and Somerset counties of seven mem-
bers, and in each of the other counties (except Allegany, Anne
Arundel, Caroline, Cecil, Charles, Harford, Montgomery, St. Mary's,
Wicomico, Worcester and Talbot for which separate provisions are
made in this article), of three members, who shall be appointed
from the citizens of the county by the Governor for a term of six
years from the first Monday in May next succeeding their appoint-
ment, and they shall hold office until their successors qualify. Pro-
vided that the terms of office of persons who are members of the
county boards on passage of this section shall not be affected by its
provisions, except as otherwise specifically provided; and provided
further that on or before the first Monday in May of 1929, the
Governor shall appoint in the counties of Baltimore, Carroll, Fred-
erick, Dorchester, Washington and Somerset, two members, one for
a term of five years and one for a term of six years from the first
Monday in May, 1929. Thereafter the term of each member ap-
