Mr. Alexander proposed the following amendment:

Sec. —. And be it enacted, That it shall not be lawful to
circulate, or offer for circulation, or for any person to pass or
pay out, or offer to pass or pay out, as currency, any bank
note of any bank, other than a bank of this State, usually de-
nominated foreign bank notes, under the denomination or
sum of twenty dollars, and any person or persons, or corpor-
ation or body politic, who shall violate any of the provisions
of this section, shall be liable to a fine of twenty dollars, re-
coverable as small debts out of court are recovered, one-half
to the informer, hereby made a competent witness, and the
other half to the State.
