Which was assented to.

Mr. Mackubin proposed the following amendment :

"Strike out the 3rd section;"

Which was assented to.                   

Mr. Kidd proposed the following amendment as an addi-
tional section:                         

"Section 3. And be it enacted, That nothing in this act
shall be construed to apply to or conflict with any of the char-
tered rights of any banking institution or corporation of this
State;''

Which was not assented to.

Mr. Summers proposed the following additional section:

"Section —, Be it enacted, That nothing herein contained
shall be construed to apply to any of the banks of Washing-
ton county;"

Which was not assented to.

Said bill was then read as amended the second time, and
ordered to be engrossed for a third reading, and by spe-
cial order, three-fourths of all the members concurring, was
read the third time, and passed by yeas and nays as follow :
