The said bill was then returned to the Senate.
The Secretary of the Senate returned the following bills:
A bill entitled, an act to provide for the building a Court
House in Harford county ;
A bill entitled, an act to authorise the county Commission-
ers of Harford county, to adopt and use as evidence of the
ownership of assessable property in the said county for the
purpose of taxation the assessment lists now in the hands of
the collectors;
Severally "endorsed passed by yeas and nays :"
The hour having arrived for taking up the order of the
day, the House took up for consideration the Senate bill en-
titled, an act for the establishment a uniform system of Public
Schools in the State of Maryland, said bill being upon its
second reading ;
Mr. Worthington proposed the following amendment:
Add the following section:
And be it enacted, That Montgomery county be, and is
hereby excepted from all provisions and taxations of this bill
until it is acceded to by a majority of the votes cast at the
next general election in said county, and that the judges of
each election district in said county are hereby authorised and
directed to open books at their respective districts in said
county, for the purpose of ascertaining by ballot, the desires
of the voters of said county;
Which was assented to.
Mr. Thruston moved to reconsider the vote by which the
House refused to strike out the 1st article of the bill;
Which was determined in the affirmative.
Mr. Thruston proposed the following amendment:
AMENDMENT PROPOSED :
Strike out the 1st article.
Mr. Hobbs called the previous question on the amendment
proposed by Mr. Thruston;
Which call was sustained.
