leave to state was a personal friend of, and a political and
partizan sympathizer with, His Honor the then Mayor of the
said city.
In obedience to the aforesaid orders to the undersigned,
directed as aforesaid, your memorialist at once, according to
the best of his ability, proceeded to execute the same.
In order to the proper and satisfactory execution of the
said orders, and in due fulfillment of the duties laid upon him
by the same, it became necessary for your memorialist, acting
under his superior officer and the orders of the said Governor,
to precure certain ammunition and military stores that were
absolutely essential to the due performance of his solemn
duty.
Your memorialist at once proceeded to fulfill the said duty
by detailing a field office of one of the aforesaid regiments to
purchase the said ammunition and military stores, which duty
as detailed, was accordingly performed.
The said ammunition and military store so purchased, com-
prised the cartridges mentioned in the extract from the ma-
jority of your committee above quoted, and also other stores
of the same description, equally necessary and appropriate.
The said ammunition and military stores having been duly
procured and purchased as aforesaid, were in accordance with
the consent of the Governor, deposited in a place of safety,
appropriate for their accommodation; and your memorialist
craves leave to say that the said deposit of the same, was made
for the purpose of preventing their being purloined by the
lawless bands of deluded and infuriated fanatics who were then
engaged, without restraint, in robbing the ordinary deposi-
tories of the State's arms and military stores.
In the aforesaid depository, the said ammunition and mili-
tary stores still remain subject to the orders of the Governor
of the State. And the Executive Department of the Govern-
ment was duly notified of the said deposit, and ought now to
be well aware of the same.
Your memorialist further begs leave to state that in his
official capacity in the premises he caused all the expenses of
the aforesaid purchase to be liquidated and discharged. Your
memorialist will not presume to instruct your Honorable Body
as to his official capacity in the premises, in that behalf; but
he begs leave to state that all his accounts, under due and
legal affidavits, are now, and were before the present session
of the General Assembly, duly on file in the Executive De-
partment.
In view of the aforegoing facts, your memorialist has felt
