Mr. Allender proposed the following amendment:

Article 2, section 1. Be it enacted, That at the next Gene-
ral Election for delegates for the General Assembly, and bi-
ennially thereafter, at the same time, it shall be lawful for
the voters of each election district in the several counties of
this State, to elect one suitable person, a resident of said dis-
trict, to act as School Commissioner for said district for the
space of two years after such election, and until his successor
shall appear and enter upon the discharge of his duties; and
such election shall be conducted in all respects according to
the provisions of the law regulating elections in this State,
and the judges of election in each county, shall return the re-
sult of said election in the same manner and on the usual day
for making election returns for the delegate election;
