1858.] OF THE HOUSE OF DELEGATES.          451

markable that the small county of Caroline should contain
more free negroes than the three States of Maine, New Hamp-
shire and Vermont combined! Baltimore city alone num-
bers more than the State of New Jersey! Frederick and
Anne Arundel counties have as many as Massachusetts State!
Dorchester county has a greater number than the State of
Rhode Island ! Washington, Harford and Baltimore counties
exceed in number the State of Connecticut! Cecil county
out-numbers Michigan State! Kent and Talbot number
more than the State of Illinois ! Queen Anne's, Somerset,
Worcester and Prince George's counties show a larger
number than the State of Indiana ! The eight Eastern Shore
counties far exceed in number the great State of Ohio, with
Mr. Giddings and the Western Reserve included ! ! The
small State of Maryland contains a greater free negro
population than the mighty Empire State of New York by
over 25,000; and exceeds Pennsylvania by over 21,000.

In some counties, the free negro population almost equals
the white. In Kent county there is one free negro for every
one and two-thirds white. In Queen Anne's, one for every
two and one-fifths white. The same in Caroline. "Anne
Arundel, three and one-half whites to one free negro. St.
Mary's the same. In Dorchester, two and four fifths whites
to one free negro. Somerset and Worcester three and one-
third whites to one free negro. Harford and Baltimore have
one free negro for every five whites. Calvert one to two and
one-third. Frederick one to eight. Montgomery one to
seven.

The whole State of Maryland contains one free negro to
every five and one-half whites. Vermont one free negro to
four hundred and thirty-six and a half whites. Massachu-
setts has one free negro to one hundred and two-thirds
whites. Ohio, one free negro to seventy-seven and one-third
whites. New York, one free negro to sixty-two and one
eighth whites. Pennsylvania, one free negro to forty-two and
one-tenth whites.

The above are startling facts. What do they teach us ?
They prove beyond a doubt that a Northern climate and
Northern freedom find no favor with our free negroes. Here
they are, and here they will remain, no matter what you le-
gislate. They know that Northern freedom is worse than
southern slavery; that abolition philanthrophy is the sure
road to extermination. They show no appreciation for their
freedom, but to the contrary approximate slavery as more
congenial to their habits and tastes; for it is a well known
fact that most of our free negroes prefer slaves for husbands
and wives, thereby securing a home, while they bask in the
fruition of their own native indolence. The slave thus uni-
