Which was read the first time.                             

Mr. Thruston, from the committee on Judiciary, reported
favorably on a bill entitled, an act defining the power of the
Court of appeals in certain cases ;

Which was read the first time.

Mr. Hobbs, from the committee on Judiciary, reported
favorably on the bill entitled, an act to make valid a deed
from Robert H. Powell and Elizabeth Powell, his wife, to
Benjamin Bassett.

Mr. McKinstry, from the committee on Agriculture; re-
ported favorably on a bill entitled, an act in favor1 of the
Maryland State Agricultural Society;

Which was read the first time.

Mr. Grieves, chairman of the committee on Colored Popu-
lation, made the following

REPORT:

The committee on Colored Population, to whom was referred
the petition of John Savin, asking to be allowed to remove
from the State of Virginia into this State, his negro woman,
respectfully report, that no additional legislation is necessary
to grant the relief prayed for by the petitioner.

Mr. Harrington, from the committee on Corporations, re-
ported favorably on a bill entitled, an act to incorporate the
Bel Air and Hickory Turnpike Road Company ;

Which was read the first time.

Mr. Stirling, from the committee on Ways and Means, to
which was referred the bill entitled, an act relating to Foreign
Corporations and their Agencies, reported unfavorably on said
bill, and proposed the following as a substitute therefor :

Section 1. Be it enacted, That from and after the passage
of this act, it shall not be lawful for any person, or persons,
to act as the agent or agents, within this State, for any indi-
vidual, or association of individuals, or corporations not in-
corporated and authorised by the laws of this State, to make
insurance or marine or fire risks, on insurance on lives, or to
make other insurances, or to receive or transmit offers for in-
surance to their principals, or to receive or deliver policies of
insurance, or any instruments in the nature or to the effect
of policies of insurance, or to advertise or offer to make such
insurances, or to receive and transmit such offers, or to receive
or deliver such policies, by publication in any newspaper, or by
any card or circular, or to open any office for the transaction
of such business, although such individual or individuals, or
