It will appear by an examination of these estimates that the
balance in the Treasury on the first day of January, 1859, as es-
timated, will be less by the sum of $22,822.78 than it was on
the first day of February, 1858. In the estimate of disburse-
ments for March, the Legislative expenses proper are included,
and estimated at $60,000. This was the amount appropriated
in 1856, but a greater sum will probably be required for the pre-
sent year. Special appropriations by the present Legislature are
of course excluded from this statement, as the Comptroller has
no official knowledge thereof.                                 

The sum of $50,000 in the estimate of the disbursements for
June, is set down to the increasement of the Sinking Fund; and
a like sum on the same account in the month of September.

In considering the expediency of a reduction of the taxes, it
is proper to take cognizance of the fact, that the revenue derived
