Sir:—In compliance with an order of the House of Delegates,
requiring the Comptroller of the Treasury to report to this House,
at the earliest day possible, a succinct statement of the financial
condition of the State, to be prepared by him with the view of
exhibiting the furthest extent to which the various State taxes
now levied, may be reduced or abolished without endangering
the ability of the State regularly to meet its liabilites; I have
the honor to submit the accompanying statements.
