To the 17th interrogatory he answer and says: understanding
that there are about 77 Pilots it would in his opinion be detri-
mental to the commerce of Baltimore to lessen that number.

To the 18th interrogatory he answers and says: he is a ship
chandler and grocer in Baltimore, that himself and partner own one
half of the ship Flora Temple, which ship is engaged in the
foreign trade.

CROSS INTERROGATORIES.

To the 1st he answers and says: he has no knowledge.

To the 2nd about a fair average time is about four to four and
a half days.

To the 3d interrogatory he answers and says: he has no
knowledge, except from the Pilots themselves, and in relation to
the 2nd branch of same interrogatory he says, he is positive that
the present pilotage does not support the Pilots, he knows they
are not able to pay their bills often, whereas in former times they
were able.

To the 4th interrogatory he answers and says: he has not:
to the 2nd branch of the same interrogatory he answers and says:
he has.

To the 5th he answers and says: he does.

EDWIN BAILEY.

Capt. Fry Sworn.—In answer to the first interrogatory he
answers and says: he has no knowledge, to the 1st, 2nd, and
3d interrogatories.

To the 4th interrogatory he answers and says, they own four
boats and they belong to the association of Pilots.

To the same interrogatory he answers and says, in June 1853
they had fourteen boats belonging to the different pilots, and
since June 1st they have sold all but four.

To the 5th interrogatory he answers, he does not think they
have sufficient protection and that the compulsory feature should
be engrafted in the law.

To the 6th interrogatory he answers, he does not think the
system open to competition would be advantageous to the
commerce both foreign and domestic.

The 7th interrogatory he answers and says, that the granting
of present application for compulsory pilotage would be advan-
tageous to the commerce of Baltimore.

To the 8th he says, there are from seventy-five to eighty
Pilots, and as to the balance of the interrogatory he knoweth not.

In answer to the 8th, 9th and 10th interrogatories he has no
knowledge.

To the 11th interrogatory he answers, that he thinks there are
five or six Pilots employed monthly in steam and other vessels,
but does not know what compensation they receive per month,
as to the balance of the interrogatory he knoweth not.
